You can get them from beauty salons, or grocery stores, and drug stores here in the US. Do you live in the States? Maybe you can buy some from where people go to get a manicure.

They can't. Just like hair doesn't really grow faster if you cut it. By cutting your hair or nails in any way will only make them shorter.
There are some natural supplements that can help your nails grow, though.

Eating your finger nails is no different than cutting them. The nutrient gain won't necessarily go back to your fingernails.
